Default password protect and index protect users root www directory

Can anyone explain to me why it is not possible in the current release of cpanel to password protect or index protect the www root directory of a user?
That would be the first place to protect if a site is under construction and not ready to be released. For some reason cpanel only allows subdirectories of www.
Any statement from the cpanel crew on this?
