I have implemented a password strength rule via WHM.

When I try and create any cPanel action requiring a password, I can watch the Password Strength Meter change.... but I have noticed that as I type the number increases (getting closer to 100) but after X number of characters, the password drops to "0/100".

I have tried many different combinations, and where this scale used to increase with the more characters, now it eventually gets to a point (with a 10 character password which included symbols and letters) of zero regardless of any combination of mixes characters.

Any advise or suggestions (other than the password generator)?

Is there any way to manually set an email account password from a "root" login?

Regarding the email password, you could go to WHM -> Account Information -> List Accounts and click the cPanel icon next to the account you want to login to (to set up an email account). Then just navigate cPanel as you normally would to setup an email account as root.

Regarding the password strength issue you mentioned, I was able to replicate this issue. However, in my testing on BETA, that issue will be resolved in version 11.25. Just be sure not to excessively repeat the characters you use in a password as that will cause a penalty when calculating the password strength in 11.25. But the issue of password strength resetting to 0 as can be experienced on EDGE, CURRENT, RELEASE and presumably STABLE as well after an arbitrary length does not appear to be present in BETA (the basis for much of 11.25 as of writing).

Sorry for not being clear, I meant to imply logging in from the back end/SSh connection.

Any guess on when 11.25 will be out with the password issue resolved?

/scripts/addpop allows you to specify a password for new email accounts. Offhand, I'm not aware of any shell-based methods for modifying the password of an existing email account. If you want to automate this for a large number of accounts, you may want to build a script that uses our APIs.

I have no ETA on when 11.25 will propagate through the builds.

Not sure if this helps (or hurts) but I have noticed that the "end user" cpanel calculates a password out at 88/100 and then when I tried to reset the same cpanel account via WHM, that calculated out the same password to 90/100

The password strength system is receiving much maintenance for version 11.25. If you can PM me a similar string of characters that results in different password strength ratings in cPanel vs. WHM, I can see if this issue is still present in our BETA build (which lays much of the foundation for 11.25 as of writing). If this issue is still present in BETA, I can have our developers look into this.
