    Default password strength for email

    One of my customers was trying to reset the password for one of his email users. We have password strength set to minimum 70 and the password he was trying to set was showing strength of 93. Still, the password was not accepted and it said the password should have at least a strength of 70. A part of the password he is setting is a dictionary word. However, the message given was not of dictionary word. What could be wrong? Why his password might not being accepted? Is there any log where I can find the reason?
