Has anyone else been receiving the following message when trying to use PEAR?

pear update-channels

Updating channel "pear.php.net"
Cannot retrieve channel.xml for channel "pear.php.net" (Connection to `pear.php.net:80' failed: Connection timed out)

Updating channel "pecl.php.net"
Cannot retrieve channel.xml for channel "pecl.php.net" (Connection to `pecl.php.net:80' failed: Connection timed out)

Following their instructions I still get the same errors...
