The perl module Expect could not be installed

I got this error from cpanel mailed to me:
The perl module Expect could not be installed
This module is required by cPanel, and the system may not function correctly until it is installed, and functional. Below is the results of the auto-install attempt:

It seems that it tries to fetch files from a server that is giving 404 errors:

How important is this module? Why does cpanel need it? I tried to reinstall it manually via WHM but I get the same error.
