Default php.ini settings in users cpanel

Is there no one that can create a plugin so users can change
their own php settings via cpanel ?

    suphp:
If settings are changed a copy of server php.ini is created in, for example, a phpconf folder in users root folder. Then a htaccess is created in the folder choosen or just in public_html, saying suphp configpath to php.ini file.
And, the setting changed is changed in the php.ini file.

We can limit the settings not to be very insecure maybe ..

But today I need to manually set register_globals to ON for everyone
    installing oscommerce in cpanel.

For *all* user or one? For all modify the servers main php.ini.

If you want to do it for one put a php.ini into their public_html and enable it.
