Same here, moved to a new dedicated server and Cpanel/PHP/MySQL out of the box throws this error.

I had the same problem and Apache wouldn't run at all.

I finally searched for the right stuff and found a thread where everyone blamed ZEND.

It seems version 3.0.0 was causing my problem.

I edited the script /scripts/installzendopt to use version 3.0.1 and re-ran the install.

Now my apache is running and I don't see those glibc errors in the Apache error log.

We have a winner, just recompile apache and problems went away....Damn that sucked.

That took a while to figure out. Was working fine, then started messing up.
