phpbb autoinstallation is not working

uhh check for .htaccess file in / (Hotlinks) we had /forum/ => www.domain.com in few accounts.

No go. The .htaccess files are empty. This is definitely a problem with the build.

FYI, the config.php is 0 bytes and the database schema never gets written to the username_xmb1 database created automatically. It appears this openistaller thing is completely horked.
