i ain't trying to flame you or anything. but i think you really should RTFM.
If you took time to open up the archive and look at the readme files, you can find sufficient information on how to install and such.
Sometimes a little effort goes a long way. Let's not discuss what the creators of phpbb has already done.

cPanel is installing an invalid copy of phpBB.
That make the integration of cPanel and the install of phpBB a cPanel issue.
Perhaps I am missing something here, but if cPanel is the install vehicle for phpBB, then phpBB should work after an install is selected.
On my system it fails for every user who attempts to install it.
