In general the latest of postnuke works fine on a cpanel server with the latest software.

Postnuke nor phpnuke is in any of the users cpanel.

I'm sure you realize that people cannot use software that is not installed?
Not sure who setup Postnuke on the previous Server, but for each account on your new Server the program will have to be installed and setup.
At this time, Cpanel does not include an option to auto install PostNuke. It does for PHP-Nuke -- once you set it up in Addon Scripts -- not sure how well the auto install works though, so you might want to test it out yourself.
