Preventing Password Changes for Cpanel User

I'm trying to prevent users from changing their passwords via cpanel. I turned off the password plugin via the feature manager in whm, but they can still change it via Webmail. Is there a way to "really" turn it off, so it can only be changed via whm?

You will have to remove "domain password" from Feature Manager list.
