Problem Upload files

I have the following problem in my server. If a user goes up a file to their place web by FTP, the file goes up but when he it look through their web it says that don`t exist.

I enter for ssh and the file is it, it appear with date, hour, and correct bytes, but for example if I use am seen vi files.php or vi files.html, it appear me as if the file doesn`t exist.

I use
WHM 10.8.0 cPanel 10.8.1-C9
Fedora i686 - WHM X v3.1.0
