Pure-FTPD won't disconnect after maximum idle time

I am using Pure-FTPD and have the Maximum Idle Time (minutes) set to 15. But the server will not disconnect.

And in Dreamweaver, I have "FTP Connection: Disconnect after 30 Minutes Idle." But Dreamweaver will not disconnect.

I'm running ConfigServer's security & firewall, so I end up getting this email:

The Dreamweaver thing is an oddity, but I only really care about the server since it should be the authority. I'm wondering why neither are disconnecting. Anyone seen this before?

I should add that, in addition to Dreamweaver's FTP, I downloaded and tried the Transmit FTP client. The server will not disconnect it either.
