    Default question about ftp's

I have a server with WHM & Cpanel. When I added a account and made sure it works well I found I cant connect with my FTP program. Everything else is working perfect, just issues with the FTP.. Does anyone know what could be causing the problem?

this is what i get on smartFTP...

    [20:26:42] SmartFTP v2.0.1000.6
    [20:26:42] Resolving host name "ftp.photohold.net"
    [20:26:42] Connecting to 75.126.150.209 Port: 21
[20:26:43] No connection could be made because the target machine actively refused it.

I just now got WHM and Cpanel on my server so if there is something i needed to do to activate FTP, maybe thats the issue. I know using FTP with my old hosting company I didnt have to add the (ftp.) in front of my host name.. I have tried to log in every way I know how. The port is set to 21 and I enter (address), (login), and (password).. I get the same message for all.

Even tried entering my site with the IP address but no luck. If there is more information I can give you to help me with this please let me know.. Thanks!
