Question about PHP security, setting up multiple php.ini files?

Hello,

I understand that I can set the PHP configuration through WHM, and that will act as the global/master configuration. And that users can create custom php.ini files. What I am curious about is setting up another php configuration scenario, where I can give two account more flexibility but give the rest a more locked-down php configuration.

So basically it would work like this

*php.ini*

Global--->Admin Provided--->User Customized
