Quota notification templates: are they editable?

The question pretty much says it all. Is it possible to customize / internationalize the quota templates being sent to users? If so, how?

You need to copy the templates to /var/cpanel/templates then edit them in that location. Preserve the same directory structure as found in /usr/local/cpanel/src/templates when performing the copy.

I am looking into this now and it is pretty much self explanatory. Another question now, however: is it possible to customize these templates on a per-reseller basis?
