quota.user very large

On my server the quota.user file is rather large: 2.782.418.680 bytes (> 2,5 GB). Even after mulitple /scripts/fixquota's, deleting the quota.user file it stills remains very large. I don't receive any error messages when executing fixquota.

Running CentOs 4.6 and WHM 11.15.0 cPanel 11.18.3-R21703.

What can be the problem of this increased size? And can this a performance issue?
