Most of the cPanel account data is in /home/ and /var/cpanel/. Is /var still ok?
It's pretty unlikely that you'll be able to recreate the accounts with any degree of accuracy without at least /var/cpanel/users (stores the definition of their account)
However, it's probably better to recreate the accounts anyways to not be hit with unexpected errors later. You'll be able to recreate the accounts by referring /home/ for their usernames, the rest of their info will likely have to come from your billing records as /var/cpanel/users/ would have told you what plans / features they had access to.
