Registered PHP Streams

I was told I need TCP configured as a registered PHP stream so a script I have can run ping. Anyone have any ideas?

I didnt write the script and am not really looking to hack it to get this to work.

to me, that doesn't seem to make any sense at all.

Can you clarify what you mean by having 'TCP configured as a registered PHP stream'?

I think it was actually called "TCP stream socket".
