Remote package creation

I am wondering if anyone can help me out or point me in the right direction...

Is it possible to create a new package remotely? Possibly for each new user that signs up remotely?

Ok i discovered the functions

addpkg
Add a Package.

editpkg
Edit a package.

Did some searches and nothing came up. Can any1 tell me what variables need to be passed to each function for it to create properly?

Ok so the functions dont exist on php. Can someone tell me why it doesnt, but it does for perl?

Anyway around it, i'm trying to use something like:

addpkg($name,$hasshell,$bwlimit,$quota,$ip,$cgi,$frontpage,$cpmod,$maxftp,$maxsql,$maxpop,$maxlst,$maxsub,$maxpark,$maxaddon);
