Reseller Accounts

Hi

How do I create a reseller account, i.e. an account that can create other accounts...

Also is there a script that can be run to update established accounts by copying new files from /root/cpanel3-skel , so if I created by error pages etc, I could update ALL existing accounts without having to copy the files to every directory...
