    Default Reseller SSH

    Is there any way to set up jailed shell access in such a way that a reseller would be able to access all of his accounts using a master password without having to SSH into each account individually?

    He should be able to log in with this reseller root pass and the account user name in question

    True, but that still required individual account log in.
    I'm wondering if there is a way to configure jailed access permissions that would allow a reseller to access all accounts under his name with a single SSH log in.

    That would not be very good for security on the server side if it was possible. Why not advise your reseller to do this on his ssh client instead? Putty will easily do this with another login manager as well as SecureCRT and many other shells.
