Resellers cannot login to WHM

My resellers cannot login to WHM, they can login to CPanel just fine but no way can they get into their WHMs.

Users can't change passwords in CPanel either, it just will not change, no warnings or anything logged, the CPanel says it was changed but attempts to login with new password fail, attempts with old password still work.

Anyone experience this before or have any clues what to do? My resellers might want in to their WHMs here soon, it has been down like this for a week now!

Not trying to be smart or anything, but can we assume that proper reseller permissions have been set in your WHM in the reseller center?

You bet, this is a server that has been in production for a year and it is just recently the login troubles have arisen.

One other recent issue was all users on the machine where entered twice into /etc/passwd and /etc/shadow which resulted in quotas showing as double in WHM and logins were hit and miss entirely.

Before fixing that issue changing passwords in CPanel wasn't working right so cleaning up those 2 files didn't help and did cure the errant quota info being presented in WHM.
