Resellers overselling (can't be done)

For some reason my resellers cannot create packages beyond there limits. Even though, in the reseller center I select overselling allowed, and unlimited packages allowed.

Does anyone know how to fix this? This is a very important feature that seems to be broken, on every cpanel server I have.

This does not sound like the typical behavior of WHM, I would urge you to submit a support ticket with us so we can take a look at your server.

Actually I just found it has to do only with the creation of unlimited rousource accounts. Is there a way to allow the creation of unlimited sub accounts under a limited reseller?
