Restarting Cpanel WITHOUT SSH or WHM login

We have a very nasty problem and was wondering if you guys can help out.

Our server have recently gone bonkers and even a reboot wont sent the server into single-user mode.

CPANEL and SSH is down, and we need to restore the data off the server so we can reimage it.

Any ideas?

Place current primary as secondary. Pop in a new primary drive and backup from secondary to primary.
