Restore /home Backup on server?

Does anyone know if there's a way to restore a backup file a user has (that they downloaded from cpanel for their /home directory) when it's on the server? Their browser keeps timing out uploading it and the file doesn't seem to want to unpack itself when I try to manually ungzip/untar it.
