Risk? - Bug? - Normal?

This morning, a client of mine wanted one of his addon domains moved
to its own account (so he can have separate cpanel login) . well i removed the addon domain in his current cpanel
then created a new account with his domain.com

i moved his files into his newaccount
and mysql was still working when i created the NEW account that orignally exsists on his other cpanel account? ( hope that made since)


so is this a risk? a bug? or normal since mysql is local?

Normal.

MySQL permissions are somewhat quirky. They don't relate to the OS at all. You access "your" databases with account_dbname and the assigned password. Doesn't matter at all what Linux user you connect with.
