routing from http to https

I have /webmail, /cpanel, and /whm set to route from http to https. I know where to set that under Tweak Settings in the WHM, and I have that set. But, it is still not routing from http to https. This happened before and I had tech support change a configuration file. Where is that configuration file and what do I change?
