Russian language support for SpamAssasin

I very often receive e-mails with charset=KOI8-R, but SpamAssasin marks
all these e-mails as Spam, because it doesn't understand cyrillic symbols:

1.2 SUBJ_ALL_CAPS Subject is all capitals
3.4 SUBJ_ILLEGAL_CHARS Subject: has too many raw illegal characters

How can I configure SpamAssasin to ignore these rules?
