Is it possible for the fixquotas script to have caused problems with the IMAP or DNS services globally (i.e. the server became less or unresponsive to connection on those ports)

I'm uncertain how fixquotas that is used for quota processing would be detrimental to IMAP or DNS services when it doesn't handle those services.
Is it that whenever fixquotas runs the server becomes more latent for all services? I cannot personally see how a script that isn't handling a set service would only cause certain services to be latent, so either fixquotas is increasing the machine's overall latency when it runs (not stating this is the case but the only way services could all be impacted), or something else is causing IMAP and DNS only to have lag at set times.
