is a error or is a normal situation??

If upcp starts using more than a certain amount of resources, it will pause what it is doing and wait for the systems load to go down. That way upcp does not cripple all the services running on your service.

Yup, for the reasons rapta explained, it's actually when the backups are running at the end of upcp when this happens. Nothing to worry about, unless it never actually finishes running
