Scripts from whm try to download index.php

Everything i click from WHM like fantastico, phpmyadmin, or any other 3rd party stuff it prompts me to download the index.
It was doing it on user level too until I done a few things, I deleted /var/cpanel/usecpphp But still done the same in WHM.
Before that I tried rebuilding cp php numerous times to no avail.

They are all working on user level now, just not WHM. ANyone ran into this problem or know a solution?

maybe a problem with php google is your best friend if people do not answer you in here.
