Before purchasing cPanel i just want to know a simple question:

If i set up multiple websites, would one be able to access another? Myabe through a PHP script etc. (Just incase of hackers)

Possibly yes, this is why safe mode, phpsuexec, or open_basedir should be used.

When cPanel installs, does it automatically enable these safety features?

No, but you can easily enable it from "Tweak Settings" and "Tweak Security" in WHM.

Safe_Mode is enabled from root shell, and the other features are clickable in WHM.

Note that you should have some prior working knowledge of these security measures, as you can't expect cPanel to do everything for you. If you're unfamiliar with implementing these security features then I recommend you hire a system administrator capable of doing so, as it's not something to look over lightly. Same goes with other control panels as well, if you don't know how to do it (or how it works) manually then you aren't fit to be a system administrator.
