Server time zone does not stay set

Greetings. I have a customer who has their own dedicated server, and we have noticed that his time zone settings do not stay set. They currently are:

Fri Nov 11 16:18:32 GMT+2 2005

However, if I set his timezone to Turkey, it does not change anything at all. He says his time is about 5 hours off what is listed above. For example, he said that his server time was:

Current TimeThu Nov 10 13:58:51 GMT+2 2005

However, it was actually:

18:01 here localy in Istanbul/ Turkey

Any ideas?
