Service Status Question?

Hey Everyone, I am new to the whole dedicated server / CPanel thing. I know this is a dumb question and very typical of a newbie.

I have two servers, one runs CPanel. It's a Celeron 1.7 with 512MB RAM. In the service status when CPU usage gets to 1.00 the green 'light' starts flashing red, why is that? It's only using 1% of the CPU right? So why is that a problem?

The server load is measured in cpu's not percentage of a cpu. 1.00 means a full load for 1 cpu. 1% would be 0.01.
