Default Set Directory Owner Same As Process Owner

Had a customer trying to run some PHP scripts and was having problems. He wanted to know the following:

Can you make the owner of directories the same as the user the processes are running as? More specifically he wants to make the directories writable by the same user that the processes are ruinning as.

Can someone explain this to me, and what would need to be done to set this up properly.

    Thanks guys!
