my cpbackup runs at about 1am EST. I'd like to move this to a later time (5 am est) as that is the most "slow" time for my site.
I can't seem to find an option to change this anywhere.
Anyone know if this is possible?

Quick answer, edit the cron job directly.
when on shell as root, type :
crontab -e
and then edit the timing for "/scripts/cpbackup".
ctr+x or whatever to save and close.
