i believe by editing your php.ini file..(fileuploads area)
change it to a suitable #..and restart httpd

AFAIK, you can't as the Filemanager is part of the cPanel closed source.

I believe the answer is no. You may create a bugzilla in http://bugzilla.cpanel.net/ and request cPanel to add this feature. Make sure to mark it as an "enhancement"
