Setting up email accounts + spamassassin / web mail settings?

Where exactly do I setup email accounts or adjust the spamassassin and web mail settings?

When I am logged into cPanel the only options I see under Mail are:

Mail Queue Manager
Mail Troubleshooter
Repair Mailbox permissions
View Mail Statistics
View Relayers

I have seen on some tutorials there is options Webmail, spamassassin, forwards, spam filtering, etc... where are these options? am I in the wrong place?

actually nevermind, you have to login to the actual domain i guess to do it
