Default Setting up packages from WHM

I have a question, Is there any way to hide the packages I create from root in the WHM from being seen in the reseller accounts?

Because I have this checked: Disallow creation of accounts with packages that are not global or not owned by this user

and still see those packages I have created from root are being shown.

This is when a reseller creates an account is when these packages are being listed

Packages created in root can be seen by anyone. You have to use your own reseller account to have private packages.
