I haven't set up an FTP account in a while, and for the life of me, I cannot find where to do it!

Go into the cPanel (not WHM) interface by going to example.com/cpanel (where example.com is the domain for the cPanel account). Login as the cPanel user and under the Files section, click on "FTP Accounts." You will then be prompted for information for creating a new FTP account.
