Setup FTP account that allows uploads and downloads no delete

I wish to setup a FTP account for one website that allows uploads/downloads in a web accessible url but not delete. I have tried Anonymous FTP but they does not allow http web accessible downloads you can only upload and download by FTP

You need a file hosting script. Check out http://www.xtrafile.com/ or seach google for file hosting script.
