Simple quota question

Hi,

CPanel counts users disk usage using quotas.
I just wanted to ask if the group or owner files are counted into quotas?

If is based on who the owner of the file is, not the group.

In that case is it possible to set cPanel to count group files into quotas?
(Lets say there is 10MB file TEST1 , user nobody group cpaneluser. When I log into cPanel i see that that file isnt counted into Disk usage.)
