sleeping cpaneld/webmaild/whostmgrd processes

On one of our servers we have found strange issue.

There are sleeping processes for cPanel, Webmail and WHM all of which frozen with "cpaneld - serving SOMEIP"... There are processes started since the morning.

The only possible solution is to restart cPanel via "service cpanel restart".

But this is absolutely not the solution. We have forced the cPanel update to the latest STABLE and it not helped.

At this moment there are 33 processes and the first was created since last cPanel restart.
This is the process we have started on our end. So it is not abuse one.

Have tried to upgrade to EDGE (1.8.2) but the problem persists.

It could be in some network tcp settings, but I'm nore sure. Please, help us to investigate this chosen issue. It looks similar to the cPanel confirmed bug, however it could be another one...
