smtp - cannot send email !!!

All of my server information is correct, including incoming and outgoing authentication, and I receive this error:

The connection to the server has failed. Account: 'fanmail@thepaperchampions.com', Server: 'mail.thepaperchampions.com', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

Please explain ASAP and give me an solution...

Your host's smtp server is probably down. Contact support. You might still be able to send mail through webmail.
