    Default SMTP tweak

Is there a way to disable the SMTP tweak for certain trusted users?

You'd have to implement that yourself as it's not a function of the cPanel offering. You could do it if you disable the cPanel SMTP Tweak and then construct your own iptables rules based on /scripts/smtpmailgidonly but include the GIDs of the accounts you want to allow.
