spam email lists

I have spammers sign up and send out email lists in the thousands.

is there a way to black sending emails lists by default untill opened up manually or just block it server wide?

Any thoughts are welcome?

How about n features give them zero lists to start, or in Rvskin make at a feature you apply for? Also, can limit the number of messages sent per hour.
