SpamAssassin will not enable

[DWHS.net]

Every time I enable it for the customers cpanel account. It still says disabled. Basically it will not turn on. Here it the output:

If it is still showing disabled that may be a different issue and we may need to take a closer look. It looks like someone went into root and changed the ownership of the folder for that user. Probably the guy who tried to install red5 for us.
