SPF records and filtering by Hotmail from October

Many links on net mention that mails to hotmail would be subjected to filtering based on whether or not there is a Published SPF record. Is this a fact?

If this is so, why doesn't cpanel have the same included in the template for zone files as i find that even cpanel.net has published SPF records:

cpanel.net IN TXT v=spf1 a mx ptr include:verizon.net ~all 14400s (04:00:00)

The wizard at spf.pobox.xom is confusing...

Probably because there is no requirement to in the SMTP protocol. cPanel have already been asked for the feature and they'll probably provide it IMO, just so long as it can be disabled.
