If SSH is disabled for that account in WHM, when they log in they'll get a message saying access is disabled. This still shows up in the logs as a login, but they can't run any commands. Are you sure that they actually had full access?
Offering jailshell is not a good idea or any console level for that matter. DO away with it. There are plenty of tools in cpanel for file manipulation which exceed the need for client level shell.
